Flooding

My 86 Prelude 1.8 carbs w/300,000 is flooding. Ater starting and letting it warm up for about 5 minutes it finally stalls, when I remove the breather cover fuel literally runs out. Could this be the fuel cutoff solenoid and if so where is it located. Any other ideas?
