engine problem 1998 prelude

Hey i got off the freeway today and put my car in neutral while going towards the stoplight, then while i was stopped my engine rpm meter was going from 1-2 rpm on and off every 2 seconds even though my foot was on the brake and my foot was not on the accelerator. i pulled over and lifted the engine hood and i smelled something burning. i turned on my car again and the second it turns on same thing happens, engine revs from 1-2 rpm nonstop. anybody know what is going on? is it something minor/major? thanks.

I think its called the idle control valve. My friend had one damaged on his motor during his swap and it did the same thing.

Could be the idle control valve, or it could be coolant... the switch operates on coolant, and if something is wrong there, it will mess up your idle. Check your levels, and watch your gauge.
