Code 43 at 3k

Ok I just swapped an obd1 jdm h22 into my 94 lude and have an aftermarket ihe. I have had some problems with the mil light not reading a signal, it would just blink in even segments (possible ecu but it was the same one I had before the swap) but after replacing a o2 sensor the cel would throw a code 43. The cell throws around 3.5k rpm after a mile or two of driving and then runs sluggish until i put it over 4k or push hard on the throttle. It will also occasionally throw a cell when I push the car up into vtec, and it also back fires every time I'm shifting. I am able to shut the car off while driving and then back on and it will turn off the cell and be fine for a while. Is the car getting too much fuel not enough or is it electrical? or..... Idk Im at a lost on this one or two maybe three. LoL I dont know if I have any faith in the Honda techs around here so I figured I'd give this a shot. Thanx

no, thats the ecu that is in the car. Its the original p13 ecu
