Clutch (master cylinder) issue

Ok, I recently bought a 95 Integra for my winter driver. It just needed a new master cylinder.

The symptoms prior to fixing...

Pedal was weak or non existent until the last inch in travel. Would not always come back up on its own. Was drivable though. It would disengage the clutch.

Replace master and slave cylinder...

bled the pedal for quite a while. Pressure had built up on the pedal. But doesnt seem to be as far up as it should be though (clutch pedal is lower than the brake)

Also, turn the car on, and when I press the clutch pedal in, it doesnt disengage the clutch enough to put it into gear.

I also noticed that when i pull the pedal up by hand, it doesnt seem to reach the cruise switch.

When i bleed the brakes, its seems to be still getting air, but no matter how much I do it, it doesnt adjust the pressure on the pedal.

Also, I checked all parts, and they seemed to have no difference. And it did this before and after I replaced the slave cylinder, so I dont thinks its the slave.

Im lost. I dont think the line is busted or I wouldnt be able to get any pressure and would see fluid leaking on the ground. Are there any adjustments I should make?
