'97 base 'lude wheels

Well, i bought my 97 green lude used with about 58k on it a few months ago.
And even when i bought it, the wheels were a dull silver color, and seemed to be "cracked" and chipping in certain areas. And they also feel very rough. Every other 'lude i see has shiny wheels as compared to my dull sh*tty looking wheels.
I am wonder if a possible cause of this would be because the previous owner had put something onto the wheels that could have corroded them, or, if just wear and tear over 60k miles could have caused this?
This condition also makes them extremely hard to clean, moreso than the usual dirt and grime that get on them from daily driving.
And i'm looking for a way of either painting them or something along those lines that is relatively cheap. (since i am a college student presently).
I noticed an ad in either Super street or sport compact from Dupli-color that advertises wheel paint. It is supposed to be more durable than conventional paints, made specifically for wheels. When i was in the store the other day i saw "chrome" paint and i thought if i were to apply that then some clear coat, how would that last do you all think? since you're the experts i'll see what you have to say on this subject.
And i know some ppl might consider this "ricey" or whatever, but until i can afford new wheels this is my only alternative and i'll just have to suffer!

seriously...i dont think those $15 can of Chrome paint will replace a $100/wheel chrome dipping job...

also...i am selling my SH wheels if you are interested...
