Its a special bi-metal washer. 2 types of aluminum, one side is softer then the other so it crushes against the bolt, and makes a seal on the pan.
You should replace it everytime you change your oil. When I worked at Valencia Honda, we would just give em away if you came in a bought a filter, if you wanted just the washer, I think they were like .21 each.
Its less then a quarter, just buy the washer.
