a/c line and intake...

i am interested in setting up my intake like this.

my a/c right now does not work, i don't know if it just needs more freon in it, or if there is some other problem. i am not planning on fixing it/refilling it to use in the future. does anyone know if it is safe to cut the a/c line like it was done on the website? he claims that it is a $500,000 fine to relieve pressure or cut the a/c line.. anyone know anything about this? i don't wanna goto jail for putting in an intake in my car. also, is there a way to relocate the a/c line? i don't know if there is anything running through the pipes so if i disconnect it or cut it at some point, i don't want any gases or anything escaping out.. all i know is that even by relocating the battery, the a/c line is in the way of where an ideal cai intake may like to go.. if anyone else has done this and can contribute their suggestions, please do so. thanks in advance.
