JDM H22a = more hp than JDM H23a VTEC?

To my knowledge, the JDM H22a has 200 hp. Some of you may have seen the recent threads about the JDM H23 VTEC that came in Accord Sir-T Wagons. I found someone to translate the site and convert the figure for that motor to HP, and it comes out to about 197. I was considering a swap with the H23 VTEC. . .but this info has changed my mind (especially considering the H23 VTEC is $3200 for long block and ECU). I figured you could probably get a Type-S swap (23 more HP) for about the price it would cost to get the H23 VTEC up and running.

What I havent figured out is WHY the H22 (non type-S) has more HP even though it has less displacement. Here's my hypothesis: The H23 VTEC dosn't have the additional oil squirters found on the H22 and therfore cant rev as high. It may not be due to the oil squirters, but maybe something else preventing the H23 from revving higher (longer stroke maybe?). Thats about the best excuse I can come up with. Can anyone help to shed some light on this?
