To test the fan unplug it from the harness. Looking at the plug with the lock clip on top terminal A is on the left terminal B is on the right. Connect battery power to the A terminal and ground the B. The fan should turn on. If not the fan is bad.

To test the ect switch remove it from the thermostat housing. Suspend the switch (only the metal part, not the plastic terminal) in a container of water heat the water and watch the temperature with a thermometer. Check the ect switch for continuity between the two terminals. You'll need a multimeter. When the water reaches >198F there should be continuity. Which means the switch works. If you can not get continuity the switch is bad.

All of this is show with illustration in the helms manual. Get one.
