Do you happen to know the exact model of the amp?
What I would check from there, in order.
1) Power and ground cable are not backwards, and that your ground has a solid metal on metal contact. Also, if your amp has built in fuses, check them.
2) The remote lead. It should be blue with a white stripe at the radio like you a said. Temporarily run a wire from the battery to the REM terminal on the amp to see if it turns on then. In not, then this isn't your problem.
3) Borrow another amp and wire it in place to see if your amp is bad. You may just have a dead amp.
