Ive already talked to my mechanic and as long as it's disconnected it wont fail. It's only illegal if it's "plugged in" while on the street, it's suppose to be for off road use only (i.e. the drag way). And even if for whatever reason NH changes the law it's just a matter of taking the bottle out, removing the lines, get it inspected, then put it all back together.
