i don't like the idea of rusting shocks?
if rust preventive primer and spray paint and stuff will cost me approximately $15 (checked kragens, pep boys, and auto zone), why not pay $15 more 'if there's no problems' and have it professionally powder coated? it's a better looking finish than spray paint that will take more abuse.
