Its harder to find kits for 4th gens (because of the age). Ebay has some crap ones.
You can make your prelude a widebody, but its pretty pointless on a FWD car. You're going to make it understeer even more.
The cost can be $0 to $2000. It just depends, you really need to figure out what kit you want and then find a shop and ask them.
Judging by your preception of "body kits".....it could get ugly
