If there's fluid pumping out of the bleeder valve when the pedal is pressed the brake system is working.
Can you post exact the steps are you taking when you're bleeding?
Maybe you're doing something wrong. I've taken my calipers off painted them and everything changed brake fluid and I've never had a problem.
