The sleeves are the cylinders that the pistons go up and down in. If you resleeve you are usually replacing these sleeves with thicker ductile iron sleeves for strength.
Lower compression and putting in forged pistons and rods lets your engine handle more power and more boost. It doesn't make any power itself. How much power you get out of it is dependent on the rest of your setup.
