Your first thought is correct... the smaller piping is the actual intake the larger piping is the sound chamber (for lack of a better term)... I'm not an engineer, and I can't say for sure if the "sound chamber" is for looks or actually serves a purpose.

I can say this however, the sound is incredible over a regular short ram intake (i had an injen befor)... I can't be positive that there is a slight increase in power, but I believe there is one, granted its not going to be a huge increase like strapping on a turbo or supercharger, (and most people will probably not even notice a power increase, most will just notice the sound and believe there is a power increase mentally) However I have nothing to backup my claims of a power increase so take it with a grain of salt
