Yes, the fine for no cat is in the thousands ($2000, IIRC), and it is not a fix-it ticket, though you are required to rectify the problem. You'll have to go to the smog referee as well.

Not too hard for them to tell either. They have mirrors for looking under the car, but most officers won't need that, as the exhaust will smell very different without a cat.
