^yea.... it can be a lazy O2 sensor.... or the sensor can be reading biased Rich or biased lean..

an OBD-I car can't pick up a lazy O2 sensor.. so yea.. only way to know if you have a lazy O2 sensor is you hook up a Digital Oscillascope on the O2 sensor and look at the graph..
