The clutch cylinder is out of adjustment, your not fully disengaging the clutch.
Rebuilt or remanned clutch cylinders are notorious for being 'off' and not working quite right. See if you can adjust where the rod meets the clutch pedal to get some more movement twards the clutch cylinder.
