I don't have access to CAD, but I do have an exact hand drawing of what I want. Can the drawing be scanned into a CAD program without distorting its measurements? I have no idea how CAD works.

Edit: In all honesty, this is alot of work just for one flange. Maybe Lepto will just sell me one of his.
