well, unless you can do 70-80 in second (and the answer is no) without doing 10,000 rpm then damage has occured.
rev limiters only work when the car is accelerating under power. it won't do anything for missing a shift. it is just like jumping out of a truck doing 30 mph and you are limiting your legs to 10 mph. you legs are going move much faster when you hit the ground (actually you will just fall over).
