another problem w/the passenger side headlight

Has anyone overcome in solving the passenger side power surge problem?

Had no problem installing the H1 HID Kit on the passenger side at first. The HID bulb lights up finely before I did the driver side HID conversion. Once the conversion is completed for both sides, the passenger side WON'T light up!! The bulb blinks three to four pulses, before it went off, everytime I turn on the headlights? But the driver side lights up finely everytime I turn on the headlights. The passenger side bulb isn't burn but it just not lighting up!!

Now, can I pls get some professional help from all of you? Is that a sign to indicate the bulb is turning bad or is it b/c of the power surge problem occur on every honda's vehicle?

any help is appreciated...thanks in advance.
